Two quotes that quickly caught my attention: "Baseline scenario—very significant changes in policies and in the outlook since early this year have resulted in a substantial increase in financing needs".

"There is a substantial weakening in the delivery of structural reforms and in the reform commitments".

Reuters - Exclusive: Europeans tried to block IMF debt report on Greece: sources - Publication of the draft Debt Sustainability Analysis laid bare a dispute between Brussels and the Washington-based global lender that has been simmering behind closed doors for months.

Update: The 'real story' from Deutsche Welle - IMF warns of worsening state of Greek finances ahead of vote - "The International Monetary Fund (IMF) has warned that Greece cannot afford to go it alone. A draft report by the fund criticized Greek coalition leaders Syriza for Greece's deteriorating prospects"..."The Washington-based fund's new "preliminary draft" analysis of Greek finances said there had been a deterioration in Greece's outlook since Prime Minister Alexis Tsipras and his anti-austerity, leftist Syriza party came to power at the beginning of 2015. "Very significant changes in policies and in the outlook since early this year have resulted in a substantial increase in financing needs," the draft, the wording of which has yet to be formally approved by the IMF, said".

The latest message to the people by PM Tsipras (as broadcast) does not seem to tally with the above report - Watch and listen carefully (especially regarding the IMF report) - does this draft IMF report really justify and vindicate the decisions and negotiating tactics of the Greek government? Not as clear as daylight.

From ERT: Ειδική αναφορά έκανε ο Πρωθυπουργός στην έκθεση του ΔΝΤ που προτείνει κούρεμα 30% και 20ετή περίοδο χάριτος για το ελληνικό χρέος, τονίζοντας πως αποτελεί δικαίωση των επιλογών της κυβέρνησης να μην αποδεχτεί μια συμφωνία που παρακάμπτει το μείζον αυτό πρόβλημα, καθώς η πρόταση των δανειστών δεν οδηγεί σε βιώσιμη λύση. «Ο βασικός εμπνευστής του μνημονίου επιβεβαιώνει την εκτίμηση μας ότι το χρέος δεν είναι βιώσιμο» είπε, σημειώνοντας παράλληλα ότι η πρόταση αυτή του ΔΝΤ δεν παρουσιάστηκε ποτέ στις διαπραγματεύσεις, ούτε διατυπώθηκε στις προτάσεις που κατέθεσαν οι δανειστές, ενώ άφησε να εννοηθεί ότι η εξέλιξη αυτή έρχεται ως θετικό αποτέλεσμα της εξαγγελίας του δημοψηφίσματος.

Significantly, it said its assessment had “not been agreed with the other parties in the policy discussions” – an admission that the Fund is at odds with its troika partners – the European commission and the European Central Bank – over the need for debt relief".

Who knows? Anything is possible at this stage.
